instructions:
1. Download the iFile2.Place the .deb file on your device anywhere. no matter where you place the file but remember the folder loion
I always place .deb file in /var/mobile/Appliions/Appaddict/Documents/ because it's sy for me

3.On your device. Open iFile, navigate to the folder loion where you had placed a .deb file
4. Tap on .deb file and tap 'Installer'
5. Enjoy

If you want to remove . Open Cydia, Tap 'Installed', Find the and then uninstall it
I have not tested it yet so plse reply if working.
